Associate Director, Safety & Environment (Merck: Wilmington, DE)

Job Description

Our Company's is a trusted global leader in human and veterinary medicine, dedicated to preserving and improving health, well-being and performance.  Our Wilmington Biotech facility is a new state-of-the-art high potent biologics manufacturing facility for potent drug substance and drug product, including Antibody Drug Conjugates (ADCs), partnered closely with our Research & Development Division to commercialize, launch and supply products with speed, agility and innovation.

We are seeking an experienced Safety & Environment (S&E) Associate Director with a strong safety focus to help build the EHS function at our new site. The successful candidate will provide industrial hygiene expertise and EHS general support through project construction, operational readiness, and future operation of the facility. As a key member of the site’s Global Safety & Environment (GSE) team, you will help shape the site EHS programs and culture, driving compliance, and embedding EHS excellence across all operations. The role combines strategic planning with hands-on execution and requires strong influencing skills to drive EHS performance within a complex, matrixed organization.

Role Overview

Reporting to the site Safety & Environment Director at the new Wilmington Biotech Facility, the S&E Associate Director will provide technical and regulatory expertise and leadership to implement all environmental and safety programs required by federal, state, and local laws, as well as by Company policies. The S&E Associate Director will set direction and lead the planning, development, and periodic review of site safety and industrial hygiene programs. In this role, you will drive the industrial hygiene program at the new facility and will participate as a key stakeholder to establish a robust chemical management program across all operations at the facility.

Main Responsibilities

  • Plan, develop and implement EHS programs to ensure continuous compliance with local, state and federal legislation, Company standards and industry best practices.
  • Drive continuous improvement to strengthen EHS and Sustainability performance and close gaps identified through assessments and action plans.
  • Investigate and mitigate risks across environmental, health, safety, and sustainability aspects. 
  • Ensure comprehensive change management of all EHS and site initiatives to ensure ongoing compliance in a dynamic and fast-paced environment.
  • Develop site EHS training content, training matrix and assignments to ensure regulatory compliance, and development of employee skills to minimize risks. Conduct EHS training where appropriate.
  • Coach operations leaders to enable them to successfully execute their leadership responsibilities for safety and environment. Partner with Wilmington Biotech departments and contacts to integrate safety and environmental      management systems into every phase of their operations, as measured by performance metrics.
  • Assure completion of required reports to site, divisional and/or corporate management and regulatory agencies.
  • Identify and communicate budgetary & capital needs to support site EHS initiatives, projects and programs.
  • Interface with local governmental safety and environmental agencies.
  • Lead exposure assessments and monitoring programs for employee protection, including chemical, physical and biologics agents
  • Design, implement and validate containment strategies for site operations, including manufacturing, laboratory, logistics, and site utilities/infrastructure.
  • Perform risk assessments, support cleaning validation assessments, and consult on workplace exposure assessments.
  • Advise and assure development of high-potency spill response procedures, decontamination protocols, and emergency drills including advising validation sampling post-event.
  • Support design reviews, commissioning, and start‑up activities for capital projects and process changes to ensure environmental and safety requirements are incorporated (including permitting implications) using      Management of Change (MOC) processes.
  • Advise and support environmental permitting, compliance, monitoring and reporting programs.
  • Identify, coach, and develop talent through mentoring team members and supporting their technical and leadership growth. 

Education

  • Required: Bachelor’s degree in environmental science, occupational health and safety, engineering, or related technical field
  • Preferred: Master’s degree; relevant professional certifications (e.g. CSP, CIH,  CHMM, PE).

Required Experience and Skills 

  • 8+  years of professional EHS experience in chemical, biotechnology, or pharmaceutical manufacturing environments.
  • Experience developing, implementing and managing EHS programs, including change management for operational or site initiatives.
  • Ability to support multiple projects and effectively partner with regulatory agencies and internal business units.
  • Deep experience ensuring compliance with internal and regulatory EHS requirements.
  • Strong understanding of manufacturing processes and their relation to environmental and safety regulations.
  • Practical competence in selecting respirators, suits, gloves, and face protection appropriate to task-specific exposure and compatibility with decontamination/solvent use.
  • Understand applicable EHS regulatory requirements (OSHA, EPA, DOT, ISO, NFPA). 
  • Risk assessment, mitigation, and implementation of appropriate controls. 
  • Experience developing and implementing industrial hygiene program elements, including but not limited to:
    • Strong knowledge of high potent drug manufacturing and plant operations for potent drug substance, drug product, laboratory, logistics and utilities. 
    • Developing and managing IH plans, including sampling strategies, selection and use of analytical methods, containment verification, and cleaning efficacy.
    • Familiarity with isolators, containment enclosures, closed transfer systems, biological safety cabinets (BSCs), local exhaust ventilation (LEV), negative-pressure rooms, and barrier/airlock design specifically for high-potency compounds.
    • Experience participating in and conducting task-based exposure assessments, and standardized risk ranking for manufacturing operations.
    • Strong skills in preparing SOPs, exposure assessment reports, training records, risk assessments, incident reports, and supporting documentation for internal and external audits/inspections.
  • Experience developing and implementing sustainable EHS operational procedures and training programs across a broad range of EHS subject areas.

Preferred Experience and Skills

  • 2–3+ years of experience in pharmaceutical manufacturing.
  • Strong understanding of effective biological safety, emergency response and preparedness, chemical management and high-risk work (hazardous energy control, line break, hot work, electrical safety, elevated work, confined space entry, mobile crane, excavation/ trenching) programs.

Role Overview

Reporting to the site S&E Director at the new Wilmington Biotech Facility, the S&E Senior Specialist will provide technical and regulatory guidance to implement all environmental and safety programs required by federal, state, and local laws, as well as by Company policies. As a member of the site’s Global Safety & Environment (GSE) team, you will provide program subject matter expertise for facility EHS technical needs and for regulatory permitting across air, water, wastewater, and waste media. This role supports safe operation of plant utilities and infrastructure (boilers, cooling towers, plant electrical and steam utilities, emergency power, stormwater and wastewater conveyance, etc.), and partners closely with operations, maintenance, and engineering to integrate EHS into design, commissioning, operation, and capital projects. The role includes, compliance assurance, facility‑level risk assessment and control implementation, and hands‑on support during operations, start‑up, and regulatory engagements.

Main Responsibilities

  • Support all aspects of environmental permitting, compliance, and reporting for the site.
  • Federal and state air permitting support (Synthetic minor or Title V/major air permits, NSR, emissions inventories, air toxics/MACT evaluation, refrigerant management compliance).
  • Water and wastewater permits (e.g. NPDES/stormwater, wastewater pretreatment), and related reporting.
  • Waste management registrations and reporting (hazardous and non-hazardous waste, regulated medical/infectious waste, universal waste, off‑site disposal).
  • Develop and maintain permit applications, permit renewals, permit modifications, permit condition tracking, compliance monitoring and timely regulatory submittals.
  • Lead site environmental regulatory program implementation and participate in agency interactions, including preparing responses to inspection findings, technical reports, and corrective action plans; participate in agency      meetings and site visits as needed.
  • Provide comprehensive EHS support to facilities, operations, maintenance, and engineering for utility and site infrastructure systems (e.g. boilers, cooling towers, HVAC systems, steam and condensate systems, wastewater and stormwater conveyance systems, waste storage facilities, etc.) and related monitoring/control systems.
  • Support design reviews, commissioning, and start‑up activities for capital projects and process changes to ensure environmental and safety requirements are incorporated (including permitting implications) using      Management of Change (MOC) processes.
  • Advise hazard assessments, process safety support, and technical reviews associated with facility, utilities and equipment that affect safety and environmental compliance and worker safety.
  • Advise and support environmental monitoring programs (stack testing coordination, air emissions data management, effluent monitoring, wastewater sampling, waste storage, management and proper disposal, etc.), and interpret monitoring data to identify trends, nonconformance, and corrective actions.
  • Advise contractor compliance and environmental controls during construction and maintenance activities; participate in contractor prequalification and work package reviews.
  • Provide day‑to‑day EHS support to site business units: safety inspections, audits, incident investigations, corrective action tracking, and implementation of engineering or administrative controls.
  • Develop and deliver training on environmental permit requirements, waste handling, spill response, stormwater best management practices, and related safety topics.
  • Maintain environmental data and compliance documentation in site EHS management systems; prepare internal and external reports and metrics.

Education

Senior Consultant: Safety and Industrial Hygiene Marsh (Rochester/Syracuse, NY)

Marsh's Risk is seeking a Senior Consultant to join our Workforce Strategies practice in Rochester, NY or Syracuse, NY. In this hybrid role, you will partner with clients to evaluate safety programs, identify risk exposures, and develop practical strategies to prevent workplace injuries and illnesses. You'll apply expertise in safety program assessments, industrial hygiene, and compliance to deliver actionable recommendations aligned with best practices and regulatory requirements. This is a hybrid role that requires three days in office or client visits. 

Role Focus: This is a hands-on, client-facing safety consulting role that incorporates industrial hygiene as a supporting discipline. You will partner with clients to build sustainable safety programs, reduce workplace injuries and illnesses, and manage total cost of risk by delivering practical, actionable recommendations grounded in regulatory compliance and best practices. Success requires both deep technical expertise and strong relationship management skills to guide clients through implementation and foster lasting cultural change. Please note: this role does require travel up to 60% (approx.  3-4 days/week; 3 weeks/month).

Requirements for Success: 

· Safety and Industrial Hygiene Assessments: Design and conduct qualitative and quantitative exposure assessments (e.g. airborne contaminants, noise, ergonomics, biological agents) tailored to client operations. Develop and propose practical engineering, administrative, and PPE controls that reduce exposures and align with regulatory requirements

· Conduct Safety Assessments and Risk Evaluations: Conduct comprehensive safety and hazard assessments across diverse client sites, identifying compliance gaps and prioritizing corrective actions. 

· Analyze Incident Data and Recommend Targeted Interventions: Analyze client injury, near miss, and incident data to identify trends and root causes. Propose targeted, data-driven interventions that reduce risk and total cost of risk. Partner with clients to implement recommendations over an agreed timelines.

· Design and Deliver Training and Coaching to Enable Client Teams: Develop and deliver engaging safety and industrial hygiene training programs for client managers, supervisors, and frontline employees. · Provide Regulatory and Technical Support to Facilitate Compliance: Monitor regulatory changes and advise clients on impacts and implementation strategies. Support clients during OSHA inspections, third-party audits, and client assessments by preparing clear, actionable reports and recommendations.

· Manage Consulting Projects and Client Relationships to Drive Value: Scope, plan, and execute multiple consulting projects on time and within budget, maintain high-quality deliverables. Build and sustain strong client relationships, identify opportunities to expand services and add value. Secure client renewal or expansion of consulting engagements in at least 60% of projects annually.

· Collaborate Across Disciplines to Deliver Integrated Solutions: Collaborate with clients to develop and implement written safety programs, including job hazard analyses and other foundational activities. Influence clients to implement prioritized corrective actions within agreed timelines. Work effectively with multidisciplinary teams (risk engineering, ergonomics, claims, HR, operations) to develop and implement comprehensive safety solutions, ensure integrated interventions align with client business objectives and operational realities, enhancing adoption and sustainability.
